9-1-1 Inside™ is a Safer Buildings Coalition initiative focused on the ability of mobile devices to dial 9-1-1 from anywhere inside a building.
1. Prepare
Create Grids and Set Up Tests
Use SeeHawk Central or SeeHawk Touch to plan the test before entering the field.
Preparation features include:
- Track testing due dates and schedule activities in SeeHawk Central.
- Schedule uplink testing with SeeHawk® Monitor, if used.
- Prepare test plans remotely in SeeHawk Central or locally on a tablet.
- Import floor plans.
- Add and adjust grid layouts.
- Identify test locations and critical test points.
- Select required frequencies.
- Configure pass/fail criteria.
- Submit test plans for pre-approval by public safety officials in SeeHawk Central.
Grid creation tools make it easy to identify test locations and rotate grids to fit floor plans accurately.
2. Measure
Execute Tests and Grade by Threshold
During testing, SeeHawk Touch allows the technician to collect measurements and view pass/fail results in real time.
Measurement capabilities include:
- Measure all bands, technologies, and channels simultaneously.
- Objectively measure signal quality using BER and SINR.
- Automatically detect cellular networks and identify operators.
- Test channel power for any technology.
- Tap to test downlink.

Automated Uplink Testing
SeeHawk Touch can initiate uplink testing at each grid location.
When paired with SeeHawk Monitor, the system automatically measures uplink performance at the radio site.
This allows the test process to include both:
- Automated objective downlink signal quality measurements
- Automated objective uplink signal quality measurements
This helps document whether radios work properly in both directions, not just from the tower into the building.

BDA Commissioning Option
The BDA Commissioning add-on helps users efficiently perform RF-based BDA commissioning tests recommended by SBC, ETA, and BDA manufacturer guidelines.
